This web site is a private initiative to inform apartment owners of our building about matters of common interest. It was intended to become a secure, password-protected web site, where all our internal discussions, e-mails, decisions, documents and financial accounts are made available for all apartment owners to browse, review and scrutinise in the spirit of complete transparency and accountability.

To get to this stage wouldn't cost much, just costs similar to that of a standard home broadband internet connection, if the AGM decides this is a good idea. Funding has not yet been discussed, as so little is actually discussed at all. In fact, there are other "funny games" currently going on. My 30-page discussion paper has been sent to the Owners Committee in January 2013. I've forwarded an invoice from the copy-shop to BCA and have politely asked for the costs of $24.70 to be paid as part of our general expenses. It appears, Graham Smith does not see my discussion paper as worth the $0.13 per page and as the person in control of our purse strings refuses to even respond to my refund request (2 further mails on this remain unanswered). So, judging from this lack of support for open discussion, this site is just my personal cheap communications platform piggy-backed onto another site. Therefore, the nature and amount of material presented here is necessarily quite restricted.

Respect for personal information and communications privacy is important to me and will not be disclosed carelessly. However, it is clear that anything discussed or e-mailed as part of the Owners Committee business is not a "private" matter, but a matter affecting "Belvue Apartments Crosslease 93132", i.e. all owners of apartments in our building. Therefore, all apartment owners of our building have a right to know what's happening on their behalf and to read the e-mails and other documents of official Committee business.

To facilitate this, I've chosen a two-pronged approach. The material I have written myself is presented in original web-browsable form here. But e-mail threads, financial statements and other supplemental material to substantiate my comments are presented as a separate package of PDF documents in the form of a password-protected file protected.zip. These are grouped as all e-mails between BCA and Owners Committee related to a particular topic and the only "editing" done was the removal of e-mail addresses and phone numbers and the reordering of contributions into a chronological order, so that the PDF files can be conveniently read from top to bottom (unlike conventional e-mails, where most replies usually contain the entire discussion thread to date). You can download this archive und use the common "unzip"-utility to extract the contents of that archive. The password necessary for this is sent to all owners, for whom I have the contact details, in a separate e-mail. Under Microsoft operating systems you would just double-click on the file name to extract its contents. On iPads, you can open it in the popular program "Good Reader", which has an unzip utility built-in. If you run Unix/Linux, you're already knowledgeable enough to know how to extract it. Unpacking this archive will create the files access.pdf, accounts130228.pdf, accounts130731.pdf, BCAcalculation.pdf, cleanup2011.pdf, employment.pdf, manager_pay.pdf, minutes.pdf, OCM140901.pdf and rubbish.pdf, possibly in a new directory called "protected". Other pages on this web site reference those individual PDF files.

In any other case, if you don't have the necessary extraction utility available on your system or there are some other technical problems, you can contact me (Christoph Paszyna) and I will send you the material as plain un-encrypted e-mail attachments. To verify that you are indeed an apartment owner of our building, I'm asking you to identify yourself with your name and apartment/unit number and as proof of your authenticity tell me the exact dollar and cent amount of our latest levy (this financial information is disclosed by BCA only to owners, so knowledge of this number is reasonable proof you're entitled to read any other owner-related information).
